If you want to act as a crypto exchange (office) like Binance or Bittrex, you would need a so-called crypto license. It is possible to get a crypto license in several jurisdictions within Europe. However, most of them have complications. Just to mention one, a crypto license in Germany takes very long to apply for (around 4-6 months) and your business needs to be mainly in Germany. That is why a jurisdiction that allows you to use the crypto license worldwide would be the best option.
Now, in this case, Lithuania and Estonia would be the best options, simply because the application process is much faster and the license can be used worldwide. Besides applying for a license with a new company, it is also possible to purchase an existing company that already has a crypto license. This way, you can start with your activities right away.

The application process will only take around 4-6 weeks, and after max. 2 months you will get the license. From experience speaking, applying for a new license would be best, simply because it’s cheaper, it’s almost as fast, and you get to actually build up the company from scratch! The two best jurisdictions for a crypto license would Lithuania and Estonia, simply because the process is the most convenient.
